While Everyone Was Looking One Way, the Texas Senate Moved in a Different Direction

While both parties (for and against the Bills) were expressing their concerns during the April 13, 2011 House of Representatives public hearings for HB251 and HB1546, SB958 was voted on by the Agricultural and Rural Affairs Committee, and passed the Bill:
Bill reported out of Senate committee on Agriculture & Rural Affairs with vote of 3 Ayes, 0 Nays, 0 Present Not Voting, 2 Absent.
On April 13, 2011, SB958 was recommended for the local & uncontested calendar.  Right after lunch on the same day, the committee's report was printed and distributed. 

So while everyone stayed up late to testify at the HB251 and HB1546's public hearings, the Senate Committee quietly moved in a different direction. 

It is my understanding there were changes made to SB958 (based on input from the public hearing on April 11,2011), but on the day the committee voted for the Bill, it appears no one from the opposing side received a copy of the modified Bill.

Sneaky.  Very sneaky.
